The Cambodia NCD Alliance (CNCDA), with the Health Action Coordinating Committee (HACC) serving as its secretariat, is proud to join the Global Week for Action on NCDs, a worldwide movement led by the Global NCD Alliance to raise awareness and drive action against noncommunicable diseases (NCDs).
This year’s theme, “Time to Lead,” calls for bold and inclusive leadership in the two-year run-up to the 4th UN High-Level Meeting on NCDs (HLM4) in September 2025. As part of this campaign, CNCDA stands with global partners in calling on leaders to:
Accelerate implementation — Fast-track national NCD policies for a healthier, more equitable future.
Break down siloes — Foster collaboration across sectors to strengthen global health outcomes.
Mobilise investment — Align funding with the scale of the NCD challenge.
Deliver accountability — Track progress and stay true to promises made.
Engage communities — Place those living with NCDs at the heart of the response.
Cambodia’s Advocacy Priorities
In Cambodia, the burden of NCDs continues to rise, affecting individuals, families, and communities. In line with the Time to Lead campaign, CNCDA — with HACC as its secretariat — is advancing concrete national actions by advocating for:
The use of SINTAX revenue (from tobacco, alcohol, and sugary drinks) to support NCD education, awareness, and interventions.
Increased government budget allocation for NCD prevention, screening, and care — including medicines and essential commodities.
Social protection (via ID Poor and the Health Equity Fund) for people living with NCDs, women, people with disabilities, and marginalized groups.
Policies and regulations on the importation and sale of harmful products, including ultra-processed foods (UPF), alcohol, tobacco, and sugary drinks.
Bans on sweet drinks and unhealthy products near schools to protect children’s health.
Finalization of the Alcohol Law through engagement with MoH, MEF, MoC, MAFF, and the Council of Ministers.
Workplace health policies under the Ministry of Labour and Vocational Training (MoLVT).
Tax increases on UPF and unhealthy products such as tobacco, alcohol, and sugar-sweetened beverages.
Resource mobilization within CNCDA to raise funds that strengthen NCD advocacy and interventions.
A Call to Action
By joining the Global Week for Action on NCDs, CNCDA amplifies the voices of people living with NCDs in Cambodia and contributes to the worldwide call for health equity and accountability.
With HACC as the secretariat of CNCDA, we are committed to working hand-in-hand with national stakeholders, communities, and international partners to ensure that NCD prevention and care remain a national priority in the journey toward universal health coverage and sustainable development.
