From 17–26 June 2025, HACC, in collaboration with the National AIDS Authority (NAA) and DFoNPAMs, organized 4 community forums in Phnom Penh, Battambang, Banteay Meanchey, and Siem Reap — reaching 188 participants, including PLHIV, Key populations (KPs), local authorities, and Provincial AIDS Committee members.
These forums aimed to empower PLHIV and KPs with the knowledge and tools to recognize, report, and respond to stigma, discrimination (S&D), and gender-based violence (GBV).
Community members were informed about their rights, how to safely report S&D and GBV, and where to access psychosocial, legal, and health services. These forums helped build confidence and awareness, enabling communities to challenge harmful social norms and reduce tolerance for abuse.
Recently, the new guidelines on stigma and discrimination reporting, officially adopted by the Senior Minister and Chair of NAA, are now integrated into the Community-Led Monitoring (CLM) system being implemented by DFONPAM.
Through the CLM, PLHIV and KPs can now safely and confidentially report HIV-related stigma and discrimination across various settings — Response teams at sub-national and national level were also formed and ready to address any cases reported by the community.
