Strengthening Leadership and Advocacy Skills for Community Leaders

Building on our previous capacity-building efforts, HACC, with the technical assistance of a professional consultant team, has taken another important step in strengthening leadership and advocacy skills for community leaders. This initiative focused on empowering Networks/FoNPAMs and DFoNPAM leaders at both the national and subnational levels to lead with confidence and drive meaningful change in their communities.

The program engaged leaders from the national-level networks — CNPUD, BC, NEWN, YKP, and CCW — as well as DFoNPAM representatives from Phnom Penh, Battambang, Banteay Meanchey, and Siem Reap. Guided by the results of a recent capacity needs assessment, the training combined leadership and advocacy into a comprehensive two-day refresher package. Sessions were designed to be practical and hands-on, with exercises simulating real-life scenarios. These activities focused on strengthening the core functions of FoNPAMs and DFoNPAMs, ensuring they can effectively engage communities in policy and program design, lead Community-Led Monitoring (CLM) and Advocacy (CLA), and promote access to social protection and HIV-related services for people living with HIV (PLHIV) and key populations.

The refresher training took place at the HACC meeting room on 7–8 August 2025, bringing together nine network chairs/coordinators and DFoNPAM leaders. Over the two days, participants deepened their understanding of leadership principles, advocacy strategies, and collaborative approaches to problem-solving.

As the next step, each participant will begin implementing their leadership skills within their own networks, serving as role models for their members. The consultant team will continue to provide tailored mentoring — both individually and in small groups — to ensure sustained progress and real-world application of the training.
