Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion, or nationality. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, micro-finance and peacebuilding.
Catholic Relief Services Cambodia currently implements programming across health and disaster risk reduction sectors and is expanding its strategic engagement in Climate Change Adaptation (CCA), with specific focus on Nature-based Solutions (NbS), Climate Smart Agriculture / Agroecology, and locally led adaptation and climate/health preparedness.
To operationalize this, CRS seeks a consultant to conduct donor mapping, identify strategic partnership entry points, and support early design of a CCA pilot in Cambodia.
Objectives
- Identify all active actors in CCA in Cambodia, including geographic coverage and specific interventions (ie. NbS, climate smart agriculture, etc).
- Identify current gaps, and opportunities within climate change adaptation in Cambodia, including potential technical focus areas (such as NbS, Climate Smart Agriculture / Agroecology, urban water governance, locally led adaptation and climate/health preparedness) and key intervention types.
- Map active and emerging CCA donors in Cambodia and identify donor thematic priorities.
- Based on findings and joint prioritization with CRS, design a pilot project to enable CRS to test approaches.
Deliverables
The consultant is expected to deliver the following outputs:
- Desk Review Report: Produce a comprehensive desk review final report that synthesizes existing and recently completed CCA development programs in Cambodia.

Timeline
This consultancy will take place in June and July 2026 (total 25 working days), with an approximate breakdown as follows:
- Desk research, key informant interviews – 8 days
- Collaborative working sessions to discuss findings and address feedback – 2 days\
- Develop Final Report – 1 day
- Pilot design discussions/workshops including preparation– 4 days
- Drafting pilot design technical sections and reviews – 8 days
- Addressing final feedback and finalizing deliverables – 2 days
Payment Terms
Payment will be made once all deliverables and key activities have been completed and accepted by CRS. For an individual consultant, CRS will withhold 15% tax from the proposed/agreed consultancy.
The consultant must submit the consultancy fee on “daily rate”
Submission
Interested consultant(s) and/or consultancy firms are requested to submit the proposal in English contain the following information to kh.procurement@crs.org with the subject “CCA Consultancy”
- Cover Letter / Letter of Expression of Interest.
- CVs of key personnel demonstrate relevant capacity and experience.
- Example of previous experiences for similar assignments.\
- Minimum 2 references.

This call for Expression of Interest constitutes a solicitation. We require administrative information, technical proposals and prices at this stage. We will not issue any confirmation of receiving proposals except only when there is any clarification, and/ or notification of successful proposals.
