With funds supported from The Global Fund and UNAIDS, KHANA, and HACC have collaborated together to conduct one full day for “Preparation Meeting Amongst Civil Societies and Community Networks for Identifying Key Priorities and Inputs in HIV/AIDS and TB Programs for Incorporating into the NFM4’s Country Dialogue for Cambodia” at Cambodiana Hotel, 1 February 2023. There were 86 participants from NGOs working on HIV and AIDS and TB, community representatives, and key stakeholders especially the expert person for developing the country proposal on HIV and ADIS, and TB for NFM4. The meeting was successfully organized with the active participation of CSOs and community representatives in the discussion to identify and agree on key asks and priorities for TB and HIV for the upcoming NFM4’s Country Dialogue on 2nd and 3rd February 2023 as the following;
1. HIV and AIDS Prevention:
- Strengthen and expand the current intervention and services on prevention such as education, outreach, condoms and lubricate and syringes and needles services, HIV testing, PrEP, PeP, STI, MMT,
- Reconsider on structure and salary support to OW and Field staff
- More focus on intervention to reach Chemsex
- Needs HIV intervention amongst the PWUD in Phnom Penh and Provinces
- Drop-In-Center for PWID/PWUD
2. PLHIV Care and Treatment:
- Scale up the implementation of Community ARV Delivery (CAD)
- More focus on roles and responsibilities of CAA, Link CAA to community structure, VL test, CD4, Improve EAC, Counseling, strengthening friendly services, ART Literacy, MMD,
- Using the commune support for transportation
- Need for support on other related services such as NCD, Hep C, Mental Health, service cancer, Human Papillomavirus
- Revisit the current structure of linkage between health facilities and community
- Speed up ID poor nationwide distribution for PLHIV by early 2024 (link PMIS and PCA)
3. HIV-Related Services:
- Increase budget package for supporting the strengthening of community systems (CSS), community networks, FoNPAMs and DFoNPAMs
- Allocated budget support for FoNPAMs and DFoNPAMs on implementation of CLM in nationwide and independently as a priority
- Coordination mechanism to Ensure the meaningful engagement
- Social protection support for KPs
- Law and Rights literacy (S&D, GBV)
4. TB Care and Treatment:
- Intensify TB case finding (DS‐TB & DR‐TB) and Maintain high treatment success rate
- Maintain and strengthen the Community DOTS/Community TB care interventions, involving VHSG, HC and NGOs ‐ Community TB Screening
- Scaling up Public Private for TB
- Maintain and Strengthen Hospital Linkage
- Scaling up the use of Gene Xpert as initial diagnostic test for TB
- Conduct Active Case Finding of TB
- Strengthen Contact Investigation and Provide TB Preventive Treatment
- Improve and Strengthen TB Management Information System (TBMIS)
- Ensure sufficient diagnostic supplies (Xpert Cartridge, etc) and all kinds of TB Drugs.
5. TB and CRG intervention
- Enhance roles and representations of people affected by TB at the national and sub-national levels
- Advance the capacities of people affected by TB for implementing community-led monitoring (CLM) – OneImpact tools.
