Project Overview: USAID Enhancing Quality of Healthcare Activity (EQHA) II is a five-year project (October 23, 2023 – October 22, 2028) led by FHI 360 and in partnership with KHANA, Kawsang, ThinkWell, and Data Elevates that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high-quality health system that will lead to better health outcomes for all Cambodians.

EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aims at achieving three objectives:

  • Improved evidence-based policy, guidelines, and strategies for more effective and efficient health systems
  • Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards
  • Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities

Scope of Work

The Field Operations Support Officers will coordinate with sub-national level as well as providing financial, logistical, and administrative support to the events organization such training/workshop/ learning session, scenario drill, make sure all supporting documents are completed and comply with FHI360 requirements. The position will be based on target province specified in below section. The period of performance is expected from Sep 01, 2024 to Nov 14, 2024. Total number of days for this service at least 44 day and maximum 54 days per individual consultant.

Location of Work

  • The position will be based in USAID-EQHA II’s office of FHI 360 including:
  • 1 in Phnom Penh: support overall project activities
  • 1 in Kampong Cham: also cover Tboung Khmum and Mondulkiri
  • 1 in Kampong Chhnang: also cover Battambang
  • 1 in Kampong Thom: also cover Siem Reap

Travel

The field Operation Support Officers may be required to travel to Phnom Penh or other provinces as required by the project. Per diem and accommodation will be provided by FHI 360 for trip to provinces following FHI 360 internal policies.

Qualifications

The consultant should have the knowledge and skills and extensive experience to implement the scope of work. Required criteria:

  • Bachelor’s degree in business administration, public health, or related field
  • Good experience in admin and logistic
  • Good experience in organizing events (workshop, meeting, training)
  • Ability to work independently and self-directed
  • Good at attention to detail skill
  • Good interpersonal communication skill
  • Good computer literacy (Microsoft Office) skill
  • Proficiency in Khmer and good in English language (if an advantage)

Evaluation Criteria: Applicants will be evaluated in accordance with qualifications and experience.
