Description

The Health Action Coordinating Committee (HACC) is a network of civil society organizations working on health in Cambodia. Since 1995, HACC has been played a significant role in coordinating and networking among NGO work on HIV and AIDS and then started in early 2017, HACC has expanded its role to coordinate and networking among NGO work on general health in Cambodia.  HACC is a unique NGO network on health in country to provide regular and useful information sharing on health; to network and coordinate with NGOs and stakeholders in response to health; to represent of NGOs’ voice at national forums; to raise health awareness campaigns, heath related issues and advocacy for change on any gaps in response to health.

With financial support from USAID through FHI360 for Enhancing Quality Healthcare Activity II (EQHA II) project, HACC is one partner responsible to implement the activities at sub-national level in Kampong Cham, Tbong Khmom and Mondulkiri.

These project objectives are:

  1. Improved evidence-based policy, guidelines, strategies for more effective and efficient health systems
  2. Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards.
  3. Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities.

To implement this project, HACC is looking for dynamic staff of a Project Lead to implement number of assignments as below;

Responsibilities

Technical Activities:

  • Take the lead and manage the technical implementation of the EQHAII project at three provinces.
  • Work with FHI360 to ensure the consistency of the practice of QI implementation principles across public and private health facilities.
  • With EQHA II technical team to support health facilities in the process of accreditation standards and minimum licensing standards implementation for public and private health facilities at sub-national level.
  • Work with the Provincial Officers (PO_) to create shared learning approaches to engage public and private providers in QI TA approach implementation over the course of the program
  • Provide technical support to PHD and OD assessors to prioritize gaps found from the NQEM process in public health facilities,and develop quality improvement plan.
  • Provide technical support to PO in continuing to provide technical provincial and district level to roll out key activities on QI projects, implementation of minimum licensing standards and accreditation standards (as part NQEM tools).
  • Work with FHI360 to build PHD and OD on coaching skill using QI tools and methods which will be able to conduct coaching visits and mentoring visits to the health facility team of public and private to improve the quality of services through the implementation of facility based- QI plan.
  • Work with FHI360 and national programs to build the capacity of PHD or OD coach teams who will continue supporting private and public providers to implement change ideas in the areas of MCH, TB, HIV/AIDS, and FP through the Model for Improvement approach including Plan-Do-Study-Act (PDSA) cycle for testing and implementing changes).
  • Provide capacity development to POs to ensure and maintain technical quality of QIC effort: evidence-based change package, standardized QI indicators, logical storyboards for public and private health sector.
  • Together with coaches/assessors of PHD and/or OD QI team to ensure the functioning of Patient Satisfaction Feedback system at hospitals and health center \ and gather the learnings from the implementation of the system for Department of Hospital Services.
  • Work with the team of public and private providers to validate the data and analyze QI measures using run charts.
  • Work with M&E officer of FHI360 in enforcing and build capacity subnational health system in data utilization for QI performance measurement.
  • Contribute to documentation and communication of successes and lessons from public and private health sector learned to USAID EQHAII communication team.
  • Integrate patients’ voices in QI collaborative and effort to ensure the patients (indigenous populations) are engaged in relevant EQHA II activities by implementing patient feedback system and working closely with sub-awardee (KHANA).
  • Participate in technical and clinical meetings required by USAID EQHA II at the national and sub-national level

Project Operation, Monitoring, Evaluation, Reporting, and Learning:

  • Work with FHI360, national programs and POs to take lead in organizing any meeting, workshop or training at national and sub-national level
  • Contribute to the development of and update annual, quarterly work plans, monthly workplan and reports, and knowledge products including functional dashboards to ensure the EQHA II’s Objective 3 activities are implemented successfully as planned
  • Support M&E Officer and Pos in collecting project indicators data and improving data validation, data analysis, data accessibility, data utilization, and QI dashboard.
  • Ensure output and deliverables data are uploaded to data systems
  • Work closely with MERL team of FHI360 to collect and monitor donor and performance indicators
  • Contribute to the technical content of the progress reports
  • Contribute to achieving and producing technical deliverables (e.g., reports, presentations, manuscripts).
  • Gathers and aggregates data to provide a summary / high level overview as needed
  • Develop and sharing report with FHI360 and other key stakeholders
  • Join any meetings or workshops as requested by the FHI360
  • Perform other tasks as assigned by the HACC Management Team

Staff management:

  • Conduct annual performance appraisals, identifying and recognizing positive performance and areas for improvement of team members
  • Manage direct reports, manage performance, and provide induction, training, coaching, mentoring, and counseling to ensure staff is motivated and has the necessary skills and capacity
  • Provide informal feedback on an ongoing basis and formal feedback in the annual performance evaluation process to identify and develop talent
  • Build a positive collaborative team culture
  • Inform timely and proactively to HACC SMT and EQHA II SMT about human resource issues.
Qualifications
  • Cambodian National
  • Bachelor’s degree in public health, Healthcare Management, and/or any other relevant fields.
  • Certificates in Quality improvement courses, and hospital accreditation standards (preferable)
  • Knowledge of and experience working in the Cambodian health system at the subnational level and/or used to work with the Provincial Health Department in any targeted provinces.
  • Experience in design and implementation of quality improvement programs for healthcare facilities.
  • Experience in developing technical materials, providing trainings, and coaching in QI methods and tools focusing to health topics such as MCH, HIV, TB, malaria, NCD, and FP.
  • Demonstrated program management, planning, leading the team, and problem-solving skills working on complex projects in a highly sensitive environment are required.
  • Demonstrated ability to coordinate multiple stakeholders and create and maintain effective relationships with government personnel.
  • Willing and enthusiastic to learn new things.
  • Ability to take initiative and ownership, take decisive action based on data and clear criteria, work proactively and independently, manage activities, set realistic priorities and plan for the successful implementation of programs.
  • Highly organized, comfortable working on multiple simultaneous projects with government agencies (sub-national); great at completing high-quality report submissions and meeting deadlines.
  • Be innovative, positive and cheerful personality, and highly self-motivated.
  • Experiences in program management, budget expenditure and budget tracking
  • Excellent oral and written communication skills in English and Khmer.
  • Good proficiency in computer skill including Microsoft office, internet and email.
  • Willing to travel and stay in provinces
