ImagineLaw is a public interest law group established in the Philippines in 2016, with the goal to help communities build evidence-based and people-centered public health solutions so people may lead healthier and meaningful lives. Our organization is comprised of lawyers and advocates collaborating with the public sector, civil society, and communities for policy development, planning, implementation, and advocacy.

RISE v. Tobacco is ImagineLaw’s ongoing tobacco control project, under the Bloomberg Initiative to Reduce Tobacco Use. Philanthropies. RISE v. Tobacco aims to scale-up implementation of tobacco control interventions in Asia and the Pacific Region (APR). This project will benefit national governments, civil society organizations (CSOs), and community-based organizations (CBOs) in specific countries in the APR who are engaged in tobacco control, non-communicable disease prevention, and public health. As part of the project, ImagineLaw has established a pilot subgrants program to benefit four (4) APR countries and two local governments in the Philippines.

The in-country researcher will plan and conduct research, gather data, and write a comprehensive technical report and analysis on the landscape of tobacco control and relevant public health policies and regulations in the country of assignment. From time to time, the researcher is expected to meet with the supervising officers to update on progress. The deadline for this output is December 15, 2026.

Basic qualifications

• Excellent communication and technical writing skills in English and the local language; background in technical writing in public health preferred
• Degree in journalism, community development, development studies, public health, or equivalent;
• Knowledge and proficiency in data gathering tools, techniques, and mechanism
• Proficiency in Google Workspace and Microsoft Office tools
• Self-motivation in achieving outputs and meeting deadlines
• Not affiliated, directly or indirectly, with the following industries: tobacco; electronic nicotine and non-nicotine (ENDS/ENNDS) delivery systems; antipersonnel mines and its components; breastmilk substitutes; alcoholic beverages; and ultra-processed food and beverages, for this period and for a period of five years prior to​ ​application

Preferred qualifications

• Experience working with CSOs and CBOs the country of assignment
