Consultant to provide training to HIV/AIDS NGOs and CSO on health financing literacy and budget advocacy

Cambodia has made significant progress in improving health outcomes and strengthening its health system which no exception for HIV response. Cambodia achieved remarkable progress toward its HIV response which 92% of people living with HIV (PLHIV) knew their status, 100% of those diagnosed were receiving antiretroviral therapy, and 98% of those on treatment achieved viral suppression.

CSOs have long been instrumental in the global and national HIV response and vitally contributed to national HIV response. In 2014, there were 124 NGOs and CBOs actively engaged in the HIV response, and their roles span advocacy, service delivery, community mobilization, and ensure voice of marginalized and key populations are heard. Those interventions are relied heavily on external funding.

Since 2016, Cambodia's HIV response has faced growing financial constraints given the reduction in external funding. With this declined trend, most CSOs are expected to face fore financial and sustainable challenges. Therefore, to ensure long term impact and CSOs remain operational even as external funding decline, there is a need to equip them with capacity health financing and budget advocacy which will help them to understand health financing mechanisms and advocate for transparent, equitable and increase budget for health and HIV.

To address this gaps, HACC seeks to engage a qualified consultant to design and deliver a structured capacity building program focus on health financing literacy and budget advocacy.

This consultancy aims to strengthen institutional and individual capacity of HIV/AIDS NGOs to understand health financing mechanism and effectively engage in budget analysis and advocacy at national and/or sub-national level.

Objectives:

To strengthen institutional and individual capacity of HIV/AIDS NGOs to understand health financing mechanism and effectively engage in budget analysis and advocacy at national and/or sub-national level.

The specific objectives of this consultancy are:

  • Develop a tailored curriculum on health financing literacy and budget advocacy relevant to HIV/AIDS program.
  • Deliver participatory training to selected HIV/AIDS NGOs using the developed curriculum.
  • Assess change in participants’ knowledge, skill, and confidence through pre-and post- training assessment.
  • Provide recommendations

Scope of works

The consultant will be responsible for the following tasks:

  • Conduct a desk review of existing documents in relation to health financing in Cambodia
  • Design training curriculum and training methodology covering, at minimum:
    • Module 1: Introduction to Health Financing (Functions, goals, Cambodia’s health and HIV funding landscape).
    • Module 2: Cambodia’s Public Financial Management and Budget Process and Cycle.
    • Module 3: Analyzing Health Budgets in particularly HIV –Sources of data, financing flow, funding gaps, and basic analysis techniques.
    • Module 4: From Analysis to Action – Advocacy for sustainable HIV financing by developing advocacy strategies, stakeholder engagement and mapping, message framing, and building coalitions and use budget data to influence budget allocation
    • Module 5: Social contracting and domestic resource mobilizations
    • Module 6: Practical Exercise – Developing a sample advocacy plan on a pertinent issue (e.g., increasing budget for HIV and other health issues).
  • Deliver training to NGOs on health financing literacy and budget advocacy to NGOs
    • Facilitate interactive training sessions for participants from selected HIV NGOs.
    • Ensure that content is adapted to the local policy, legal and financial context.
    • Support participants to develop draft advocacy or action plans related to budget engagement.
  • Conduct pre and post assessment
    • Design and administer a pre-training assessment to assess baseline knowledge and skills.
    • Design and administer a post training assessment to measure learning outcomes and capacity gain.
    • Analyze assessment results and document changes in knowledge, attitudes and competencies.
  • Produce final report which cover but not limited to summarizing activity, outcomes, lesson learned and recommendation for follow up capacity building or mentorship needs.

Key deliverables

The successful candidate is expected to deliver the following:

  • Inception report outlining the methodology, work plan, and data collection tools.
  • Health financing and budget advocacy training curriculum and materials in Khmer and English.
  • Pre- and post-training assessment tools and analysis report
  • Training completion report, including participants feedback and recommendations.

Qualifications and experience required:

The minimum qualifications and experience required are:

  • Advanced degree in public health, health economics, public finance, social sciences, or a related field.
  • Proven experience in health financing, public financial management, and advocacy works
  • Experience in designing and developing training curriculum for CSOs/NGOs
  • Strong knowledge in HIV/AIDS programming and broadly understand the Cambodian healthcare system
  • Proven facilitation and training skill
  • Excellent analytical, writing, and presentation skills
  • Fluency in English and Khmer

Duration and timeframe:

The consultancy assignment is expected to start in January 2026. The consultancy is expected to be completed within 30 days, with the following tentative timeline.

Budget and payment schedule:

Payments will be made in installments upon completion of key deliverables, as follows:

  • 20% upon submission of the inception report
  • 30% upon submission of the draft assessment report
  • 50% upon submission of the final report and completion of the stakeholder workshop.

 Ethical Considerations:

The consultant must ensure that all data collection activities adhere to ethical standards, including informed consent, confidentiality, and the protection of participants' rights.
