Consultant to provide training on income diversification to HIV/AIDS NGOs and CSOs
Description

HACC is a network of NGO are working on general health issues in Cambodia. HACC was set up in 1995 as a platform of NGOs worked for HIV and AIDS services and has expanded to coordinate among NGOs in health sector in late 2017. Currently, HACC is networking among 78 of 150 NGOs and CSOs are implementing on general health in Cambodia. Among those there are 23 NGOs are working on mother and child health and nutrition, 15 NGOs are working on Communicable diseases, 12 NGOs are working Non-communicable diseases and there are 12 NGOs are working on health system strengthening. HACC members has dramatically decreased from 99 NGOs in 2022 to only 78 NGOs in late 2025.

The NGOs and CSOs play critical roles in delivering health services in particularly at community level, advocating for marginalized populations, and responding to local development challenges. Most NGOs and CSOs operated primarily on institutional grants from bilateral/multilateral donors and foundations. Currently, donor funding is shrinking in many countries and Cambodia is no exception, which increased competition for grants, donor preferences shifting toward Government partnership and growing recognition that grant dependency creates vulnerability to NGOs. This large reliance on external donor threaten their sustainability, institutional stability and ability to continue serving communities.

Income diversification offer a strategic pathway to strengthen the financial resilience and sustainability of NGOs and CSOs. By equipping them with practical income diversification and social enterprise skill, organizations can reduce dependency on unpredictable donor funding and developing alternative, local generated revenue stream that complement their core mission.

In addition to training, seed funding is essential to translate knowledge into action which will complement the lack of capital challenges of NGOs and CSOs to pilot the income generating activity and enterprise models. To address all these issues, HACC is seeking a qualified consultant to provide capacity building to NGOs and CSOs on income diversification and several coaching sessions to NGOs and CSO who are granted seed funding projects.

Objectives:

To design and implement a high-quality income diversification training program and provide technical oversight of seed funding projects to ensure NGOs/CSOs successfully establish and sustain income-generation activity.

The specific objectives of this consultancy are:

  • To develop a context appropriate income diversification training curriculum and material
  • To deliver participatory training to the selected NGOs/CSOs
  • To support NGOs/CSOs in developing feasible income generation activity proposal or business plans.
  • To provide joint technical oversight and mentorship during seed funding implementation with HACC and UNAIDS.
  • To contribute to monitoring, learning and reporting on project results.
  • To share best practice among NGOs and CSOs are operating on the implementation of income generating activities.

Scope of works

The consultant will be responsible for the following tasks:

  • Conduct a desk review of existing documents of income generating of NGOs and CSOs to inform curriculum design.
  • Develop a comprehensive income diversification training curriculum and training methodology including but not limited to:
    • Module 1: Concept of income diversification and opportunities identified
    • Module 2: Basic entrepreneurship, business planning, financial literacy, budgeting and record keeping.
    •  Module 3: Donor mapping, particularly HIV/AIDS
    • Module 4: Proposal development/business plan
    • Module 5: Risk management and sustainability
  • Delivering training to NGOs and CSOs
  • Assess participant learning (pre and post assessment) and provide feedback
  • Guide NGOs and CSOs in developing simple business or activity plans, review the plans and provide recommendation on feasible and sustainability of proposed activities.
  • Support finalization of plans for seed funding proposal.
  • Working with HACC to provide technical oversight during seed funding implementation and follow up visit or coaching sessions.
  • Produce final consultancy report.

Key deliverables

The successful candidate is expected to deliver the following:

  • Inception report outlining the methodology, work plan, and data collection tools.
  • Income diversification training curriculum in Khmer and English.
  • Training delivery report, including participant attendance and evaluation results.
  • Approved or reviewed business/activity plans.
  • Final consultancy report summarizing activities, results, challenges and recommendations.

Qualifications and experience required:

  • The minimum qualifications and experience required are:
  • Advanced degree in -economics, business development, entrepreneurship, development studies, or a related field.
  • Proven experience in developing and designing project proposals.
  • Experience in designing and developing training curriculum for running the business and adult training facilitation.
  • Experience in livelihood, income diversification and entrepreneurship development in particular HIV/AIDS program.
  • Excellent analytical, facilitation, report writing, and presentation skills.
  • Fluency in English and Khmer.

Duration and timeframe:

The consultancy assignment is expected to start in February 2026. The consultancy is expected to last for 6 months (February to July 2026), with level of effort estimated at 30 working days.

Budget and payment schedule:

Payments will be made in installments upon completion of key deliverables, as follows:

  • 20% upon submission of the inception report
  • 30% upon submission of the draft assessment report
  • 50% upon submission of the final report and completion of the stakeholder workshop.

Ethical Considerations:

The consultant must ensure that all data collection activities adhere to ethical standards, including informed consent, confidentiality, and the protection of participants' rights.
