In Cambodia, the prevalence of the main NCDs (cardiovascular diseases, diabetes, cancer, and chronic respiratory disease) has been increasing, killing nearly 60,000 Cambodians every year. It has been estimated that in 2018, 64% of all deaths were caused by NCDs. Cardiovascular disease is the most common NCD, causing 24% of all deaths followed by cancer (14%), chronic respiratory diseases (4%) and diabetes (2%).
The National Strategic Plan for the prevention and control of non-communicable diseases (NCD) for 2021-2030 developed in 2021, for responding the growing challenges of heart diseases, cancer, diabetes, and chronic respiratory diseases facing by Cambodia. The NCD is increasing and alarming mainly among people who are consuming of tobacco use, unhealthy diet, lack of physical activity, and harmful use of alcohol.
The Royal Government of Cambodia (RGC) as demonstrated its commitment to measuring the prevalence of NCDs and their risk factors by conducting three WHO STEPs surveys, in 2010, 2016, and 2023, and it will continue to support periodic NCD surveillance using STEPS and other evidence based nationally representative surveys. For the first time, the 2023 STEPS survey also includes results from questions on oral health.
Based on the results of the STEP survey 2023 revealed that there is high consumption of salt and salty food, sugar sweet drink and harmful use of alcohol which results in the high prevalence rare of hypertension, diabetes and with the raised blood cholesterol. There is needed for more contrition and participation from all key stakeholders, especially from CSO and people living with NCD to advocate and coordinate with Government, Development Partners, and the affected and attached community to address all issues. The outcome of the project would provide clear guideline for NGO and people living with NCD to have clear direction to collaborate with key stakeholders for increasing political commitment and to support on NCD intervention in Cambodia.
To address all some issues, HACC is seeking a qualified consultant to develop a comprehensive 3-year advocacy strategic plan for key stakeholders, especially Civil Society organizations (CSO) to collaborate with key stakeholders to strengthen policy engagement, multi-sectoral collaboration and increasing public awareness for NCD prevention, control and support in Cambodia.
Objectives and Scope of works:
The primary objectives of this consultancy are:
- To develop a 3-year advocacy strategic plan with situation analysis on advocacy gaps and with recommendation for combating NCD in Cambodia.
Scope of works
The consultant will be responsible for the following tasks:
- Conduct a desk review of existing NCD policies and procedures, strategies and programs
- Identify key stakeholders are engaging with NCD intervention in Cambodia
- Develop a survey methodology, including sampling strategy, data collection tools (e.g., questionnaires, interview guides), and ethical considerations.
- Conduct key informant interviews or group discussions with key stakeholders including people living with NCD and NGO sectors
- Prepare a comprehensive report with findings, conclusions, and recommendations.
- Present the findings to stakeholders and facilitate a workshop to discuss recommendations.
- Share and disseminate results with key stakeholders
Key deliverables
The successful candidate will perform the following roles and responsibilities:
- Inception report outlining the methodology, work plan, and data collection tools.
- Draft 3-year advocacy strategic plan 2025-2028
- Final 3-year advocacy strategic plan 2025-2028
- Presentation of findings and recommendations to stakeholders.
Qualifications and experience required:
The minimum qualifications and experience required are:
• Advanced degree in public health, social sciences, or a related field.
• Proven experience in developing strategic plan
• Strong knowledge of the Cambodian healthcare system, particularly the NCD burden
• Experience working with NCD and people living with NCD
• Excellent analytical, writing, and presentation skills.
• Fluency in English and Khmer.
Duration and timeframe
The consultancy assignment is expected to start from 21st till 30th April 2025. The consultancy is expected to be completed within 10 days, with the following tentative timeline.
Budget and payment schedule
Payments will be made in installments upon completion of key deliverables, as follows:
- Upon submission of the inception report - 40%
- Upon submission of the final report and completion of the stakeholder workshop - 60%
