Consultant for Updating Online Community Communication Tools and Link to CLM
Description

The Joint Forum of Networks of PLHIV and MARPs (FoNPAM), established in 2011 with UNAIDS support, includes members from various networks such as Cambodian People Living with HIV Network (CPN+), ARV Users Association (AUA), Bandanh Chaktomuk (BC) as the LGBT network, Women’s Network for Unity (WNU), National Entertainment Workers Network (NEWN), Korsang, and Cambodia Network of People Who Use Drugs (CNPUD). Supported by GFATM, FoNPAM and its district forums (DFoNPAMs) operate in 12 high-burden provinces: Phnom Penh, Kampot, Preah Sihanouk, Svay Rieng, Battambang, Banteay Meanchey, Siem Reap, Takeo, Kampong Chhnang, Kampong Thom, Kampong Cham and Koh Kong. The Health Actions Coordinating Committee (HACC) serves as the Secretariat, working closely with the GFATM Country Coordinating Committee Secretariat, UNAIDS, and FHI360 to provide technical and financial support. Key Functions of FoNPAM and DFoNPAM are to ensure community engagement in policy and program design, implement Community-Led Monitoring (CLM) and Advocacy (CLA), and promote access to social protection and HIV-related services for PLHIV and key populations.

HACC and FoNPAMs collaborated with UNAIDS and EpiC of FHI 360 to enhance the CLM tools and community communication framework at www.fonpam.info. In addition, the guidelines on S&D reporting and responding mechanisms were developed seeking additional reporting and responding functions on S&D in the CLM system. This initiative will introduce a system to receive S&D complaints from PLHIV and KPs experienced in S&D. Therefore, HACC/FoNPAM is planning to update the current web-base for adding more function and reporting tools to record and manage the data/information for the key achievements of community networks, FoNPAMs and DFoNPAMs and to develop a reporting/responding S&D function in S&D CLM tool with the link to the existing communication platform at www.fonpam.info of FoNPAM and DFoNPAMs to streamline reporting and responses to community issues. The integration aims to improve efficiency for FoNPAMs, DFoNPAMs, and the reporting team in addressing concerns at both national and sub-national levels.

Objectives and Scope of works:

The primary objectives of this consultancy are:

  • To provide technical assistance in updating the current web-base for adding more function and reporting tools to record and manage the data/information for the key achievements of community networks, FoNPAMs and DFoNPAMs
  • To add the function for reporting and responding mechanism for S&D and GBV into CLM system and FoNPAMs, DFoNPAMs communication platform.

 The Scope of works for consultant will be responsible are the following tasks:

  • Develop inception report, including clear workplan and timelines for the assignment in consultation with HACC program team, FoNPAMs/DFoNPAMs and UNAIDS
  • Review the existing FoNPAMs/DFoNPAMs communication platform to update and add the function of data reporting on community membership, community coordination on accessing the services and community coordinating on social support.
  • Develop and add the functions for reporting and responding mechanism for S&D and GBV with the existing CLM system
  • Test the revised tools and newly added functionality for SD and GVB reporting and responding mechanisms
  • Provide technical support to HACC’s team on data management and visualization.
  • Produce the summary report of the assignment

Key deliverables:

The successful candidate will perform the following roles and responsibilities:

  • Function reporting and responding mechanism for S&D and GBV CLM data collection with system alert
  • Updated and added the function of data reporting on community membership, community coordination on accessing the services and community coordinating on social support
  • Detail slide presentations for FoNPAM and DFoNPAM team

Qualifications and experience required:

The minimum qualifications and experience required are:

  • Advanced degree in data and system development, social sciences, or a related field.
  • Proven experience in development of CLM tools and reporting functions in context of HIV.
  • Excellent analytical, writing, and presentation skills.
  • Fluency in Khmer and English.
  • Experience working with migrant populations and understanding their unique challenges.
  • Excellent analytical, writing, and presentation skills.
  • Fluency in English; knowledge of Thai or Khmer is an asset.

Duration and timeframe:

The consultancy assignment is expected to start from the 3rd week of May 2025 and be completed in June 2025. The consultancy is expected to be completed within 17 days.
