Position title
Consultant for Mentoring Program in Leadership and Advocacy Capacity for Community Leaders
Description

The Joint Forum of Networks of PLHIV and MARPs (FoNPAM), established in 2011 with UNAIDS support, includes members from various networks such as Cambodian People Living with HIV Network (CPN+), ARV Users Association (AUA), Bandanh Chaktomuk (BC) as the LGBT network, Women’s Network for Unity (WNU), National Entertainment Workers Network (NEWN), Korsang, and Cambodia Network of People Who Use Drugs (CNPUD). Supported by GFATM, FoNPAM and its district forums (DFoNPAMs) operate in 12 high-burden provinces: Phnom Penh, Kampot, Preah Sihanouk, Svay Rieng, Battambang, Banteay Meanchey, Siem Reap, Takeo, Kampong Chhnang, Kampong Thom, Kampong Cham, and Koh Kong. The Health Actions Coordinating Committee (HACC) serves as the Secretariat, working closely with the GFATM Country Coordinating Committee, UNAIDS, and FHI360 to provide technical and financial support.

Key Functions of Networks/FoNPAM and DFoNPAM are to ensure community engagement in policy and program design, implement Community-Led Monitoring (CLM) and Advocacy (CLA), and promote access to social protection and HIV-related services for PLHIV and key populations.

The community engagement strategy, developed in April 2023, aims to empower communities of PLHIV and key populations.
