Background
Cambodia is currently advancing its Global Fund Grant Cycle 8 (GC8) country dialogue and funding request development processes, with several consultations already conducted to identify and prioritize key interventions, including consultations with civil society organizations and communities of people living with HIV and key populations. These discussions have informed the development of the funding request, with the first draft currently available for further review and input by key stakeholders. Key gaps and priorities related to gender equality, diversity, and social inclusion (GEDSI) have already been identified through the national GEDSI assessment conducted in 2024-25 and clearly highlighted in the corresponding GEDSI action plan. One of the key priorities emerging from the GEDSI assessment findings and reflected under the GEDSI action plan as well as one of the priorities identified in the prevention component, is the removal of barriers to HIV services, including through non-stigma and discrimination and GEDSI responsive HIV program and services.
However, Cambodia's HIV program is facing a challenging funding environment. Given the reduction of approximately 30% in HIV grant funding under GC8 and the ongoing reprioritization discussions linked to the development of the core funding envelope, there is concern that GEDSI, human rights, and enabling environment priorities may not receive sufficient attention during the final prioritization processes.
There is therefore an important opportunity to strengthen the capacity of community-led organizations, networks of people living with HIV and key populations, service providers, and civil society partners on GEDSI awareness and GEDSI priorities identified from the action plan to engage strategically in the final stages of the GC8 process. Beyond GC8, strengthening community capacity to advocate gender-transformative, rights-based and inclusive HIV program will contribute to longer-term efforts to address structural inequalities, improve service accessibility and quality, and advance more equitable HIV outcomes for all populations affected by HIV.
To enhance CSO, community and HIV service providers capacity to advocate for and implement GEDSI-responsive approaches within the national HIV program and services, HACC is looking for a qualified consultant to design GEDSI materials and capacity building package and to facilitate capacity building activities to CSO, people living with HIV and key population community networks and HIV services.
Overall Objective
To strengthen capacity of CSO, PLHIV and KP community and HIV service providers on GEDSI related concept, principles and priorities in context of HIV to promote the prioritization and integration of GEDSI-responsive, rights-based and enabling environment interventions within Cambodia’s GC8 funding request and broader national HIV response, and to contribute to the longer-term integration of GEDSI-responsive, community-led and rights-based approaches within Cambodia’s national HIV response and service delivery systems
Specific objectives
- Develop GEDSI capacity building materials and training packages for capacity strengthening to CSO, PLHIV and KP community networks, HIV services providers. These would include training curriculum and its detailed contents, facilitation guides with detailed approaches/methodologies, and power points slides as well as other required materials for the training
- Conduct/facilitate trainings for CSO, PLHIV and KP community networks, HIV services providers using developed training curriculum/materials
- Document processes, outputs and outcomes as well as lessons learned from the capacity building activities, and suggest some recommendations for strengthening future capacity building activities
Key deliverables
The successful candidate is expected to deliver the following:
- Inception report outlining the process with detailed steps, methodology, workplan and budget cost
- Final training curriculum and materials both Khmer and English
- Facilitate two times training to CSO, community networks, and HIV service providers
- Report documenting the process, outputs, outcomes and lesson learned
Qualifications and experiences required
The minimum qualifications and experience required are:
- Advance degree in public health, social science or GEDSI training
- Experience in designing and facilitating capacity building program/training activities related to gender and/or GEDSI
- Experiences on HIV program and working with CSO and communities of people living with HIV and key population are considered as an asset
- Proven facilitation skills, presentation and communication skills
- Ability to work independently and under time pressure
- Advanced knowledge in English and Khmer
Duration and timeframe
The total number of days for this assignment is 12 working days from August 1 till September 15, 2026.
