Community-Led Monitoring (CLM)
Empowers Communities to Improve HIV and AIDS Service Delivery.

Gathering evidence from KP/PLHIV communities about service gaps to better lobby government and key stakeholders for better services remains challenging. Limited capacity, tools, and resources to enable KP/PLHIV representatives to collect and analyze data from communities are constraints.

To address this need, an online CLM system led by the KP/PLHIV networks was established that serves as a community-friendly data collection that allow KP/PLHIV community to meet and provide their feedback systematically on a quarterly basis from seven provinces in Cambodia.

Online data collection tools have been designed with consultation from people living with HIV and AIDS and KP to be used for data collection from communities of PLHIV/KP under the Secretariate of HACC.

Data is automatically incorporated into a dynamic dashboard (PowerBI) available for network representatives to use to lobby/advocate for services strengthening.

Community led monitoring (CLM) is being actively used by and for community infected and affected by HIV and AIDS for improving HIV and AIDS and other related services in Cambodia. CLM widely used and coordinated by FoNPAM/DFoNPAM members in twelve provinces which are High- HIV prevalent in Cambodia.

The CLM tool covers six thematic areas:​ and each thematic areas regularly collected every 3 months by the community members.

The CLM initiative contributed significantly on strengthening community systems, empowering PLHIV/KP community through ownership, meaningful engagement, and advocacy for the common goal of better HIV and its related Program in Cambodia.

The implementation of CLM has strengthened coordination and mechanisms for HIV prevention, care, and treatment, as well as related social services. Evidence generated by CLM has been used by communities has contributed to several tangible outcomes:

Increased government recognition and support for social protection initiatives, particularly the expansion of Health Equity Cards for KP/PLHIV, which could reduce out of pocket used
Improved availability of KP-friendly services through data-driven service planning and Stronger engagement of KP/PLHIV communities in national and provincial HIV program discussions
Integrated of key issues such as stigma and discrimination in reporting mechanisms, chemsex response, GEDSI considerations, and mental health into national HIV discussions and responses
Greater representation of community voices and concerns in policy and program decision-making

CLM is a powerful tool for systematically capturing feedback from KP/PLHIV communities. By generating accessible, real-time data through dynamic dashboards, CLM being used as evidence based to advocate for improvements in both health and non-health services for the supporting to PLHIV and KP. It contributed to strengthens community systems, promotes meaningful engagement, and supports evidence-based decision-making for more responsive and inclusive KP/PLHIV in HIV programs in Cambodia.
