MSI Reproductive Choices is a global social business providing sexual and reproductive health services, with a particular focus on ensuring access to contraception and safe abortion services. Our team of professionals are passionate about the work they do in communities across 37 countries. Marie Stopes International Cambodia (MSIC) was established in 1998 and operates eight reproductive health clinics, a network of Marie Stopes Ladies (private sector facilities) and a SRH helpline/contact centre. In 2021, MSIC provided services to over 50,000 women and men in Cambodia. The primary responsibility of this role is to further the MSI Vision: A world in which every birth is wanted and its Mission of ensuring the individual’s right to: Children by choice, not chance.

The Program Manager is responsible for the development and implementation of Marie Stopes International Cambodia’s (MSIC) service delivery programs. The Program Manager will be responsible for the development and management of sexual and reproductive health programs to ensure women and men in Cambodia can have children by choice and not chance. S/he work collaboratively and across all existing channels to achieve MSIC’s mission and goals

Responsibilities
  • Program Delivery and donor compliance
    • Oversee development and implementation of program and project delivery plans in alignment with MSI Success Models and MSI Global Policies to increase access to high-quality family planning and safe abortion information and services for Cambodian people.
    • Work with heads of other departments to ensure delivery of evidence based sexual and reproductive health programs in accordance with MSI global standards.
    • Ensure integration of channel strategies and plans with marketing, social behaviour change and clinical quality objectives, as well as key cross cutting matters such as gender responsiveness, youth, disability and child protection.
    • Effective budget management including monitoring expenditure, mitigating over-and-under spending, ensuring donor compliance and contribution to quarterly forecasting and performance analysis.
    • Ensure all donor requirements, including reporting and outputs are delivered according to stated objectives, within budget and with full donor compliance and oversee donor reporting requirements, ensuring all reports are accurate, high quality and meet deadlines.
    • Ensure data reporting is accurate and data validation processes are in place.
  • Effective lead Marie Stopes Ladies Channel
    • Oversee the channel in alignment with MSI Success Models (SUMO) and MSI Global Policies to increase access to high-quality family planning and safe abortion information and services for Cambodian people.
    • Ensure data reporting is accurate and data validation processes are in place.
  • Effective cross-channel and inter-department engagement
    • Work in collaboration across all departments (centres, marketing, finance, HR etc) to support the achievement of allocated channel deliverables.
    • Provide input to all aspects of MSIC programming through participating in channel working group meetings.
    • In collaboration with the SMT, manage and develop diverse internal and external stakeholder relationships in line with MSIC stakeholder engagement strategy.
    • Support SMT team members in negotiations for partnerships with key stakeholders for current output delivery and for increased project delivery scope.
  • Cross Cutting Issues
    • Lead and coordinate team to implement cross cutting matters such as gender responsiveness, youth, disability and child protection and Diversity Equality inclusion (DEI) strategy.
    • Review existing cross cutting strategy and update next strategy.
    • Ensure fraud systems are maintained and any potential fraud/misuse is communicated to Finance Director/Country Director immediately.
    • Other responsibilities as requested by Operation Director.
Qualifications
  • Qualification/Skill and Experience:
    • Bachelor level qualifications or equivalent experience in public health, social science, economics, development, or related field.
    • Experience in program management role is required, preferably in international development or the health sector; ideally in a sector that includes private sector engagement.
    • Strong knowledge of health issues especially reproductive health would be highly advantageous.
    • Diversity and Inclusive, SGBV, disability experiences would be highly advantageous.
    • Strong networking skills required.
    • Excellent communication skills are required particularly around negotiation and influencing.
    • Strong English written and verbal communication skills.
    • Fluency in Khmer, written and verbal.
    • A strong track record in achieving both donors’ commitment, financial and non-financial targets.
  • Skills
    • Demonstrated successful experience in designing, launching and management of new programs
    • Approachable with strong interpersonal & listening skills together with the ability to empower their team
    • Ability to push the boundaries
    • IT literate
    • A demonstrated ability to build and maintain strong working relationships with a range of internal and external stakeholders
    • Highly developed organising and planning skills with the ability to think strategically
