The Director is responsible for leading MSIC’s strategy to financially grow the MSIC clinic business. MSIC is a social business and the Director will bring approaches from the private sector to ensure MSIC’s clinics generate enough income from health services delivered to cover operational costs. In addition to this, the Director will ensure that MSIC’s clinics continue to deliver SRH services and in particular, safe abortion and contraceptive services. The Director will use business data to make decisions on where the MSIC business can enhance efficiencies and realise opportunities to increase income based on the Cambodian market. The Director is also responsible for ensuring MSI Cambodia’s clinic network fully complies to MSI’s global standards of healthcare. As a member of the senior leadership team the Director will work collaboratively to achieve MSIC’s mission and goals. MSI Reproductive Choices is a global social business providing sexual and reproductive health services, with a particular focus on ensuring access to contraception and safe abortion services. Our team of professionals are passionate about the work they do in communities across 37 countries. Marie Stopes International Cambodia (MSIC) was established in 1998 and operates seven reproductive health clinics, a network of Marie Stopes Ladies (independent private sector facilities) and a SRH helpline/contact centre. In 2021, MSIC provided services to over 50,000 women and men in Cambodia. The primary responsibility of this role is to further the MSI Vision: A world in which every birth is wanted and its Mission of ensuring the individual’s right to: Children by choice, not chance. It is a role requirement that the job holder must fully comply with, promote and live MSI Reproductive Choices’ Core Values Key Responsibilities Efficient Clinic Operations Lead the development and implementation of MSIC’s clinic business strategy, ensuring full compliance to MSI’s global healthcare standards. Convert the MSIC clinic business strategy into annual business plans and regular performance reforecasting and ensure MSIC meets business plan commitments Ensure all MSIC clinic managers have the knowledges, skills, behaviours and tools to implement MSICs clinic business strategy at a clinic level and that all clinics have annual operational plans that are reviewed regularly Identify ways in which MSIC clinic operations can be enhanced, ensuring efficiency of healthcare service delivery and where appropriate, ensuring opportunities presented by new technology are realised Work with the MSIC Director of Finance and Support Services to oversee clinic financial matters including development of budgets, monitoring expenditure, mitigating over-and-underspending, ensuring donor compliance and contribution to regular forecasting and performance analysis Review clinic channel performance with clinic managers, discuss progress against targets, and implement actions to address underperformance Work with the MSIC Research, Monitoring and Evaluation Manager to ensure MSIC has robust business data and this is used to assess the MSIC business, using data to inform operational and business decisions Lead the monthly clinic performance reporting process for the MSIC clinic business Ensure fraud and safeguarding risks across the MSIC clinic network are reduced Ensure all donor requirements/outputs are integrated within the clinic network plan and delivered according to stated objectives, and support donor reporting when required Adapt MSI global clinic guidelines, systems and processes, where necessary. Utilize best practices and lessons learned from other MSI country programs. Engage with MSI global clinic team and showcase MSIC successful and innovative initiatives Ensure that the MSIC clinic network delivers the MSIC 2030 strategy and continues to deliver contraceptive and safe abortion services Growing the MSIC Clinic Business Maintain a good understanding of the Cambodian healthcare context and in particular, the women’s health and reproductive healthcare context and identify market opportunities for MSIC Identify areas of potential growth for the MSIC clinic business Develop business cases for new areas of MSIC clinic business, ensuring robust costing and income forecasting • Develop and deliver implementation plans to respond to business growth opportunities Work closely with the MSIC Marketing Director to ensure appropriate plans are in place to increase the number of clients having services at MSIC clinics Deliver Client Centered Care Ensure MSIC clinics comply to MSIC’s global healthcare standards and score high during MSI clinical quality assessment processes Ensure all MSIC providers have appropriate clinical competencies across the full range of MSIC services Ensure all clinical risk is appropriately managed and all clinical incidents are handled in accordance with MSI’s processes Ensure clients remain at the centre of MSI’s clinic business and that services are delivered ethically, that all clients are treated the same and receive non-judgemental services Ensure the MSIC clinics ‘look and feel’ like a high-quality healthcare provider and that all MSIC clinic buildings, furniture, equipment is well maintained and market relevant Ensure client views on MSIC services are collected and reviewed Leadership Lead the MSIC clinic manager team, ensuring they have clear roles and responsibilities and are supported appropriately to deliver them Implement MSI’s leadership values, ensuring you role-model appropriate behaviour Ensure the MSIC clinic network is resourced appropriately, that those resources are utilised and that they deliver their roles in accordance to MSIC’s standards Internal and external stakeholder relations Work with the Director of Partnerships to develop and maintain strong relationships with relevant stakeholders, including government ministries, government departments and INGOs/NGOs. Work with the Director of Marketing to ensure client footfall to MSIC clinics and to manage relations with corporate and private sector partners Identify new partnerships that would be of benefit to the MSIC clinic business Proactive Senior Management Team (SMT) Member Provide leadership and expertise in new business development and new program designs in line with the MSIC 2030 strategy Provide strategic leadership to develop and operationalise MSIC’s annual business plan to achieve annual goals and objectives Participate in regular review and monitoring of MSIC’s program-level financial and operational performance to ensure MSIC is on-track to deliver its goals and objectives Improve operations by strengthening capacity, building high performing teams, identifying and promoting talent and managing performance Deliver additional tasks as assigned by the Country Director Qualification/Skill and Experience: Qualification and Experience Masters level qualifications or equivalent experience in business, economics, development or related field Extensive experience in a senior management role is required, in a social business or private sector company, preferably within the private healthcare sector Demonstrated successful experience in management of operations, people and plans. Key Responsibilities

Efficient Clinic Operations

Lead the development and implementation of MSIC’s clinic business strategy, ensuring full compliance to MSI’s global healthcare standards.
Convert the MSIC clinic business strategy into annual business plans and regular performance reforecasting and ensure MSIC meets business plan commitments
Ensure all MSIC clinic managers have the knowledges, skills, behaviours and tools to implement MSICs clinic business strategy at a clinic level and that all clinics have annual operational plans that are reviewed regularly

Growing the MSIC Clinic Business

Maintain a good understanding of the Cambodian healthcare context and in particular, the women’s health and reproductive healthcare context and identify market opportunities for MSIC
Identify areas of potential growth for the MSIC clinic business
Develop business cases for new areas of MSIC clinic business, ensuring robust costing and income forecasting • Develop and deliver implementation plans to respond to business growth opportunities
Work closely with the MSIC Marketing Director to ensure appropriate plans are in place to increase the number of clients having services at MSIC clinics

Deliver Client Centered Care

Ensure MSIC clinics comply to MSIC’s global healthcare standards and score high during MSI clinical quality assessment processes
Ensure all MSIC providers have appropriate clinical competencies across the full range of MSIC services
Ensure all clinical risk is appropriately managed and all clinical incidents are handled in accordance with MSI’s processes
Ensure clients remain at the centre of MSI’s clinic business and that services are delivered ethically, that all clients are treated the same and receive non-judgemental services

Leadership

Internal and external stakeholder relations

Work with the Director of Partnerships to develop and maintain strong relationships with relevant stakeholders, including government ministries, government departments and INGOs/NGOs.
Work with the Director of Marketing to ensure client footfall to MSIC clinics and to manage relations with corporate and private sector partners
Identify new partnerships that would be of benefit to the MSIC clinic business

Qualification/Skill and Experience:

Qualification and Experience

Masters level qualifications or equivalent experience in business, economics, development or related field
Extensive experience in a senior management role is required, in a social business or private sector company, preferably within the private healthcare sector
Demonstrated successful experience in management of operations, people and plans.
Advanced business analysis skills, including experience of monitoring and interpreting financial data
A strong track record in achieving both financial and non-financial targets
Experience of developing budgets
Experience of researching, designing and implementing financial growth strategies

Skills

Excellent verbal and written communication skills are required in Khmer and English
