Job DescriptionThe successful applicant will possess strong knowledge and skills in donor regulations, finance/audit, and be open to prepare to acquire new skills in the realm of partner safeguarding. Roles and Key Responsibilities: Risk & Compliance (approximately 75%) • Collaborate with the Head of Operations/CR, CP leadership, risk and compliance leads in HQ and the regional level on strengthening internal control systems and continuous processes improvement within CRS and CRS’ partners. • Anticipate and identify risk issues and challenges (project and organizational level) and the most appropriate solutions to address them. Advise CRS Cambodia SMT on risk mitigation measures. • Support implementation of sub-recipient financial management policy (SRFMP) through close collaboration with finance and operations department and monitoring the compliance dashboard. • In collaboration with CP management, plan and perform internal audits, control reviews and compliance assessments. Analyze results and provide recommendations to mitigate the risk, ensure compliance and improve effectiveness and efficiency of the project and operations. • Support external audits and the coordination of action plans to close out audit findings. • In collaboration with CP management, programming, and/or operation leads, design and facilitate relevant risk and compliance training sessions and contribute to relevant components of institutional capacity strengthening plans for CRS and partners. Partner Safeguarding (approximately 25%) • Organize orientation sessions for senior partner staff on the minimum standards and assessment process and tools • Coordinate with relevant CP staff and conduct partner safeguarding assessments according to the procedures, ensure partner submit improvement plans following the assessment, conduct partner follow-up visits within the required timeframe. • Coordinate all partner safeguarding capacity strengthening activities in line with the partner’s improvement plan. • In consultation with the Regional Partner Safeguarding Advisor, to contextualize and make necessary adaptations of partner safeguarding training materials and tools provided by the Ethics Unit • Ensure that documentation from the assessments, re-assessments and follow-up visits are safely stored in the office and relevant documents are uploaded onto Gateway • Be the first point of contact for CP staff and partners in relation to the partner safeguarding procedures Basic Qualifications: • Master’s Degree in Accounting, Business Administration or other relevant Master’s Degree strongly preferred. Accounting and other relevant certification(s) a plus. • Minimum 3 years of experience; 5 or more years preferred, ideally with an international organization, with progressive responsibility in operations and/or programming. • At least 3 of these years entailing audit, compliance or risk management experience. • Knowledge of audit standards and compliance regulations and familiarity with international standards for internal control and risk and compliance management (e.g., COSO, ISO, COBIT) • At least 5 years ’experience working with the Government of Cambodia and conducting assessments of partners. • Familiarity with safeguarding principles. • Completed safeguarding training and demonstrated experience applying training in conducting assessments and monitoring. • Familiarity with accounting systems. • Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems |
