USAID Enhancing Quality of Healthcare Activity (EQHA) II is a five-year project (October 23, 2023 – October 22, 2028) led by FHI 360 and partnership with KHANA, Kawsang, ThinkWell, and Data Elevates that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high quality health system that will lead to better health outcomes for all Cambodians.
EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aim at achieving three objectives:
- Improved evidence-based policy, guidelines, strategies for more effective and efficient health systems
- Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards.
- Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities.
We are currently seeking qualified candidates for the following positions:
1. Health Policy and Integration Team Lead
The Health Policy and Integration Team Lead will be under supervision of Deputy Chief of Party. S/he will provide day-to-day management of health policies/guidelines development, revision, and integration related activities under EQHA II’s objective 1. S/he will provide technical assistance and facilitate system thinking among key stakeholders, including coordinating institutions and national programs/ centers leading key vertical interventions, to generate and package evidence, conduct policy analysis, and develop, advocate and support the adoption of feasible, efficient and sustainable policies, guidelines, and strategies for improving the quality and availability of healthcare services at all levels. S/he will work closely with relevant stakeholders and partners to promote the integration of national vertical programs into the mainstream health systems. S/he will provide technical leadership and assistance across the project on infectious disease topics including HIV/AIDS, TB, and emerging disease. S/he will play the role as the infectious disease subject matter expert and work in close collaboration with technical team to define thematic priorities and guide corresponding interventions based on global standards and latest evidence. S/he will coordinate the review of existing strategies and works closely with stakeholders to develop and implement new strategies and pilot innovative private sector activities through close coordination with Objective 2 and 3 team. S/he will collaborate with other functional teams within EQHA II to ensure harmonized work and a synergy within EQHA II’s quality improvement interventions at policy and implementation level.

2. Healthcare Accreditation and Regulation Team Lead
The Healthcare Accreditation and Regulation Team Leader will provide leadership in achieving regulation and accreditation deliverables and provide day-to-day management of regulation and accreditation activities. Under the ministry of health’s relevant strategic plans and strategic directions, the Healthcare Accreditation and Regulation Team Leader will coordinate the review of existing strategies and documents and work closely with stakeholders to develop and implement pilot innovation related to healthcare accreditation, minimum standard for licensing and relicensing, and health professional councils development activities. S/he will work closely with relevant Technical Working Groups and government departments, and other stakeholders to support the development of a national healthcare accreditation system based on international best practices and experience and the laws and regulations of Cambodia. S/he will provide guidance and technical support to promote sustainability and institutionalization of all interventions. S/he will collaborate with other functional teams within EQHA II to ensure harmonized work and a synergy within EQHA II’s quality improvement interventions at policy and implementation level.

3. Reproductive, Maternal, Newborn and Child Health Advisor
The Reproductive, Maternal, Newborn, and Child Health (RMNCH) Advisor will be under supervision of Health Policy and Integration Team Lead. S/he will provide technical leadership and assistance across the project on Reproductive Maternal, Newborn and Child Health. S/he will be the RMNCH subject matter expert and will work in close collaboration with technical team of relevant national program/center at national and subnational level and EQHA II’s objective 2 and 3 to define thematic priorities and guide corresponding interventions based on global standards and latest evidence. S/hewill support Health Policy and Integration Team Lead to ensure RMNCH is integrated in Ministry of Health’s National Quality Enhancement Monitoring (NQEM) Tool II and relevant indicators for measurement is developed in close coordination with relevant national program and EQHA II staff. S/he will work closely with relevant technical team of the national program and EQHA II staff to develop necessary and relevant materials and job aids to support capacity building of national vertical disease program at all levels and sectors. S/he will ensure EQHA II’s RMNCH activities and workplan are in line with the national program’s and MoH’s strategy and priorities. S/he will collaborate with other functional teams within EQHA II to ensure harmonized work and a synergy within EQHA II’s quality improvement interventions at policy and implementation level.

4. Sub-Grant Coordinator
The Sub-Grant Coordinator will be under supervision of Associate Director for Contract and Grants and dotted reporting line to Director of Projection Operations. S/he will be responsible for all aspects of the grant award and administration process; track all grants, supervise implementation of grantee activities within their portfolio and provide technical assistance as necessary. S/he will support FHI 360 Contracts and Grants Associate Director, FHI 360 US based Program Manager, and relevant EQHA II’s technical team to establish and manage the grants management system including pre and post award phases of the award and sub award solicitation process, sub award development and selection process, monitoring and reporting of sub-awardees/grantees performance in term of operations and financial management as well as ensuring adequate tools and processes and mechanisms in place to ensure full compliance with award and sub award conditions. This position will also support in training provision to program staff and capacity building to sub-awardees/grantees on grants policies and procedures. S/he will support in ensuring that EQHA II project implementation is full compliance with donor regulations and FHI 360 policies.
