USAID Enhancing Quality of Healthcare Activity (EQHA) II is a five-year project (October 23, 2023 – October 22, 2028) led by FHI 360 and partnership with KHANA, Kawsang, ThinkWell, and Data Elevates that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high quality health system that will lead to better health outcomes for all Cambodians.

EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aim at achieving three objectives:

1) Improved evidence-based policy, guidelines, strategies for more effective and efficient health systems

2) Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards.

3) Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities.

We are currently seeking qualified candidate for the following positions:

Team Lead, National Healthcare Accreditation, Policy and Regulation

The Team Lead, National Healthcare Accreditation, Policy, and Regulation will be under supervision of Deputy Chief of Party. S/he will provide day-to-day management of national level health policies/guidelines development, revision, integration, and healthcare accreditation and regulation related activities under EQHA II. S/he will provide technical assistance and facilitate system thinking among key stakeholders, including coordinating institutions and national programs/ centers leading key vertical interventions, to generate and package evidence, conduct policy analysis, and develop, advocate and support the adoption of feasible, efficient and sustainable policies, guidelines, and strategies for improving the quality and availability of healthcare services at all levels. S/he will work closely with relevant stakeholders and partners to promote the integration of national programs into the mainstream health systems. S/he will coordinate the review of existing strategies and works closely with stakeholders to develop and implement new strategies and pilot innovative private sector activities through close coordination with Quality Implementation team. Under the ministry of health’s relevant strategic plans and strategic directions, coordinate the review of existing strategies and documents and work closely with stakeholders to develop and implement pilot innovation related to healthcare accreditation, minimum standard for licensing and relicensing, and health professional councils’ development activities. S/he will work closely with relevant Technical Working Groups and government departments, and other stakeholders to support the development of a national healthcare accreditation system based on international best practices and experience and the laws and regulations of Cambodia. S/he will provide guidance and technical support to promote sustainability and institutionalization of all interventions. S/he will collaborate with other functional teams within EQHA II to ensure harmonized work and a synergy within EQHA II’s quality improvement interventions at policy and implementation level.

KEY RESPONSIBILITIES AND CONTRIBUTIONS

  • Leads activities in healthcare accreditation, regulations, health policy development, revision, and integration, providing support and guidance to develop, implement and regularly monitor annual work plans while ensuring alignment with the RGC and EQHA II project goals.
  • Develop strategy to integrate RMNCH, TB and HIV/AIDS program services in the health system functions.
  • Coordinate with institutions and national programs/ centers leading key vertical interventions, to generate and package evidence, conduct policy analysis, and develop, advocate and support the adoption of feasible, efficient and sustainable policies, guidelines, and strategies for improving the quality and availability of healthcare services at all levels.
  • Identify RMNCH, TB and HIV/AIDS activities to be integrated at all levels of the health system: national, subnational, health regulation.
  • Define thematic priorities and guide corresponding interventions based on global standards and latest evidence and ensure that project implementation adheres to appropriate global strategies and remains technically sound.
  • Contribute to the design and implementation of specific RMNCH, TB and HIV/AIDS focused tools that improve the technical components of the project in alignment with the national program/center’s strategy.
  • Design/implement interventions with relevant stakeholders for private sector to improve their mandatory notification for HIV/TB. Form internal Private Sector Engagement (PSE) working group to manage these activities.
  • Promote quality standards and strengthen the use of data for RMNCH, TB and HIV/AIDS services to improve RMNCH, TB and HIV/AIDS indicators as well as service delivery.
  • Ensure technical assistance provided to Health Professional Councils and healthcare accreditation, minimum standards for licensing and relicensing for private health facilities.
  • Ensures documentation with key stakeholders in support of situational analyses regarding potential regulatory strengthening is in place.
  • Provides management support and leadership in the implementation of the Cambodia Healthcare Accreditation Standards in collaboration with Senior technical advisor and COP/DCOP
  • Works with relevant stakeholders and EQHA II’s sub-awardee(s) to implement the roadmap and workplan to support the creation and implementation of the national healthcare accreditation organization (Cambodia Healthcare Accreditation Commission).
  • Supervise staff and conduct performance appraisal and develop staff development plan.

EDUCATION/EXPERIENCE

  • A Minimum of a master’s degree in public health or international health.  Clinical degree in nursing, medicine or pharmacy a plus.
  • Specialized experience is required in areas including, but not limited to, clinical management of TB and MDR-TB and HIV/AIDS; infection control; private sector engagement; health system strengthening, healthcare accreditation, health professional licensing systems, health program design, management and implementation, and program data management.
  • Minimum eight (8) years of progressively responsible experience in designing, implementing and managing health system strengthening and/or infectious disease policy enhancement programs in developing countries.
  • Demonstrated technical leadership, program management, strategic planning, policy experience, and problem-solving skills working on complex projects in a highly sensitive environment are required.
  • Knowledge of and experience working in the Cambodian health system.
  • Demonstrated ability to coordinate multiple stakeholders and create and maintain effective relationships with government personnel.
  • Excellent oral and written communication skills in English and Khmer.
  • Good proficiency in computer skill including Microsoft Office, internet and email.
  • Adaptable and flexible in a variety of tasks contributing to work even outside of Job Description as required.
