East Timor Delegates Learn from Cambodia in HIV Response
A group of East Timor people visited HIV/AIDS Coordinating Committee (HACC) on 4 June 2012 in order to learn about the general situation of HIV and AIDS in Cambodia.
A part of their trip to Cambodia, the delegates, who come from different civil society organizations working on HIV and AIDS in East Timor, are keen to explore the mechanism and the ways that civil society works in the collaboration with the government in response to HIV and AIDS in Cambodia. Tim Vora, Executive Director of HACC, told the group that there are currently more than 170 NGOs working involved with HIV and AIDS in Cambodia. The efforts that Cambodia has made concerning HIV that has remarkably helped drop the prevalence of HIV. The HIV prevalence rate is currently at 0.8% declined from the height of 2.7% in 1998. The good collaboration between government (NAA, NCHADS, Ministry of Health and other line ministry) and civil society organization resulting has produced lots of achievement regarding HIV reduction.
More than 90 percent of people living with HIV in Cambodia have received antiretroviral therapy and majority of people understand about HIV and AIDS. However, he also mentioned about the challenges that civil society has currently confronted. The challenges are identified: the HIV prevalence rate among most-at-risk population (MARP) remains high; stigma, discrimination and self-stigma against PLHIV still occur in the community; some policy and law struggle the HIV programme and human rights abuse against MARPs are seen. The shortage of funding is another problem for NGOs to carry on their project. Established in 1993, HACC is strong civil society network which currently has 123 NGO members who are implementing programme/project involved with HIV and AIDS in Cambodia.
