We seek qualified candidates for below several positions based in the Phnom Penh, Cambodia, office supporting an anticipated USAID-funded social accountability project in Cambodia that is expected to begin implementation in October 2019. The project will focus on expanding citizen participation and collective action to hold local governments accountable for public services, through increased access to information, analysis, dialogue, and the use of social accountability tools.
1. Finance & Administration Manager
This role oversees financial and administrative operations for the project. It supports the COP in project planning and implementation and leads financial and administrative trainings for staff. The Finance & Administration Manager approves procurement requests and manages financial tools used for reporting project expenditures in compliance with regulatory requirements. Expertise includes project finance and budgeting, USAID financial reporting requirements, USAID rules and regulations, administration, contracts and grants, procurement and logistics (see detailed requirements below). 2. Social Accountability Specialist
The role of Social Accountability Specialist is to lead and support activities designed to work with citizens, community leaders, civic groups, and CSOs to strengthen social accountability. The Social Accountability Specialist will be responsible for the technical implementation of social accountability activities and will supervise the technical team, consisting of the Social Accountability Officer, Grants Manager, and five Provincial Field Coordinators. 3. Grants Manager
The Grants Manager will oversee an extensive portfolio of grants to local organizations. Responsibilities will include working with program staff to establish a grants management system; supporting NGOs in preparing project proposals, developing project budgets and evaluating project results; facilitating the grant selection process; monitoring and reporting on grant activities; and providing technical assistance and training to grant recipients or grants management. 4. Monitoring and Evaluation Specialist
The M&E Specialist will play a lead role in the design and implementation of a comprehensive monitoring and evaluation plan by developing appropriate indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to annual work plans or data collection techniques as needed.
